In February 2008, Barbara Tucker—she is well known to us because of the protests that she holds outside the House with Brian Haw—used a loudspeaker to express threatening language to the hon. Member for Rutland and Melton (Alan Duncan) as he left the Commons. In August of that year, she was found guilty of committing an offence under section 5 of the Public Order Act 1986, which makes it an offence to use""threatening, abusive or insulting words"."
She was fined £100 and court costs. What is the difference between that and what the hon. Gentleman proposes?
