38: Clause 8, page 4, line 25, at end insert— ““( ) In preparing a UK strategy, the Secretary of State must consider the appropriate relationship within the benefits and tax credits system between the levels of benefit, the earnings break-even point and the rate at which benefits are withdrawn.””
