The hon. Gentleman should know that the Government always take into account the views expressed in consultations before coming to a view. The Private Security Industry Act 2001 places a requirement on individual vehicle immobilisers who operate on private land—questions were asked about the impact on local authorities, but this applies not to local authority land, but to private land—carrying out the clamping of vehicles and the associated activities of towing or impounding. They must hold a licence issued by the Security Industry Authority if they charge a release fee.
