The Minister has said there will be a consultation. Can she assure the House that it will not be the usual type of Government consultation, which is a sop to public opinion with decisions already having been made but a consultation taking place for the sake of it? Will she give an assurance that genuine consultation will take place, and that the views of those consulted will be taken into account before decisions are made?
