29: Clause 8, page 4, line 11, at end insert— "( ) For the purposes of this Part, the definition of "socio-economic disadvantage" is not limited to financial considerations and must include, in particular, consideration of whether the family has experienced— (a) family breakdown, (b) alcohol or drug addiction, (c) a lack of education and skills, or (d) persistent unemployment."
