Child Poverty Bill

Proceeding contribution from Baroness Afshar (Crossbench) in the House of Lords on Thursday, 21 January 2010. It occurred during Debate on bills and Committee proceeding on Child Poverty Bill.
I am slightly worried about that statement because evidence shows that since the 1930s the single most effective contributor to alleviating child poverty has been family allowance, which I am sure is hard-earned by mothers but which might be defined as handed out.
