I thank the noble Lord for letting me respond to that. We have had many years of targets and we have learnt a lot about them. As the Minister will know, our party is very concerned about the impact that targets have had across the economy. The problem has been that unfocused targets produce effects that you do not want or expect. We have spent a lot of time discussing this. One of the reasons why we have put together a lot of amendments in this area is our concern that we may have a set of targets here that produce perverse outcomes of the kind that we have seen in other areas.
