I thank the Minister for that clarification. It is entirely appropriate that a matter of such significance as equivalent scale should be debated in the context of a regulatory framework; in other words, a debate without the whole paraphernalia of a Bill. That would clearly be a much shorter process, of which I would approve. However, that is a matter for Parliament to decide. The issue may be very technical but it is also very important. I am satisfied with the situation and I have explored the point. I beg leave to withdraw the amendment.
