My Lords, I should possibly declare an interest as vice-president of the Princess Royal Trust for Carers in respect of disability. I support the amendment proposed by the noble Lord, Lord Ouseley, or that proposed by the noble Baroness, which seem to do the same thing. The only possible advantage of the earlier amendment is that it seems to state a principle which goes through the whole range of later provisions. But the essence of it seems to be highly desirable and I venture to think that it may be necessary as well.
