Fiscal Responsibility Bill

I take the point that my hon. Friend is making. The Chancellor said in his speech that the great sanction would be that, if the existing code or Act were broken, the Chancellor would face the humiliation and embarrassment of coming to Parliament to introduce a new piece of legislation. I guess that he is in a position to know what that feels like. From what I can see of his behaviour today, however, that is not a huge sanction.
