Indeed, he is capable of doing so. It is easily possible to outline both the existing provisions and the reasons that make the measure unnecessary. It is not necessary to put on the face of the Bill that freedom of expression should be protected. We do not legislate for that in a range of other areas where we believe that we all have a right to express our views, and in this instance we need not do it because the Attorney-General, who would have to consider any prosecution, has a duty to take into account the convention rights under the Human Rights Act 1998—
