My Lords, I feel confident that, in the preparatory work for this amendment, the Minister will have been told the latest figure of those who have completed their tariff and yet have been unable to get through what you might call the anteroom—the need to acquire a certificate as to their lack of risk to the public, which is to be provided by the probation service. What is the total now waiting for that administrative exercise to be completed? It is an absolute scandal that anyone who has reached their tariff should for that reason be unable to proceed through to release.
