75B: After Clause 64, insert the following new Clause— "Causing harassment, alarm and distress: restriction of scope (1) The Public Order Act 1986 (c. 64) is amended as follows. (2) In section 5(1)(a) and (b) for "abusive or insulting" substitute "or abusive"."
