The problem of shifting the trouble zone applies equally to rural areas and small seaside resorts such as Teignmouth and Dawlish, so it is not just an inner-city problem. The difficulty is that residents are now being disturbed at 3 or 4 o'clock in the morning, rather than earlier at 1 o'clock.
