Perhaps the Minister could be kind enough to explain the disparity. The schedule refers to, ""a specified qualification in literacy … a specified qualification in numeracy … a specified vocational qualification at level 2 … a specified qualification at level 3"."
Clause 86(4) says that the chief executive has a duty to provide this for free only to people, ""aged at least 19 but less than 25"."
