My Lords, what has been said illustrates the real concerns that everybody has with this Bill. Will the Minister answer the question raised by the noble Baroness, Lady Sharp, about the wording of the amendment—namely whether, ""(b) a local education authority","
is right, or whether it should encompass a much broader concept? However, my main point is that I hope the Minister will take back the real concerns about the way that this is being set up.
