I will do as much of that as I can. I cannot promise that there will be an overall full-scale review of this issue between now and then, but I will certainly continue the work that we are doing on it. Another argument that was touched on during the debate on this amendment is that we are often criticised for introducing new criminal legislation, particularly serious legislation that has prison as a consequence of someone being convicted. It is right that the Government should be wary of introducing new legislation, and we have to be persuaded of the case. I know, though, that there are many in the Committee today who are persuaded that this should be an exception.
