When Professor Gregg talked about the sanctions regime on page 74 of his report, under the heading "Dealing more effectively with repeat offenders", he wrote: ""First offence: this would lead to a formal warning"."
Is he referring to ESA? I thought that he was talking about JSA as well, but I may have got it wrong.
