Coroners and Justice Bill

The noble Baroness is absolutely right. That is why I say that this is delicate and difficult. It is not easy to address it, because we want to keep confidence, but also to do what is proportionate and right for the victim while accepting the varying positions of those who offend. It is not easy. I absolutely understand what everyone has said about a comprehensive law, and that it is better to do it all together and have a structure. However, I invite the Committee to accept that this is a pragmatic, appropriate step forward in the right direction and ask the noble Lord, Lord Carlile of Berriew, to withdraw the amendment. I understand why it was tabled and why it was important at the start of the debate for us to have an opportunity to explore the issues.
