It is expected that we would have transitional arrangements in place to protect those who were in receipt of a higher disregard, but that is some of the detail that is still to be worked out. What we are doing is to test the approach; until we have done so, we cannot conclude in what direction we shall go forward. That is not unusual with pathfinders or pilots. The noble Lord made a point about someone with the benefit of a higher disregard that might disappear quickly when they are undertaking their mini-job. We would need to look at transitional arrangements to cover those situations.
