I wonder whether I am the only Member of the Committee who has become increasingly baffled during the past quarter of an hour. My understanding is that in Parliament, as in most other bodies, it is the responsibility of those who bring proposals forward to be able to present some sense of their cost. Without that, it is hardly responsible to make such proposals. Secondly, has the Minister ever had, as I have, a considerable volume of correspondence on a particular issue describing him, as I have been described, as a "toothless tiger" because I was widely thought to have powers which I did not have? That is the position that the Chief Coroner will find himself in with regard to these issues. Will the Minister find applications from men and women prepared to apply for the post of Chief Coroner in those circumstances?
