My Lords, we certainly expect the individuals to have a distinct level of expertise, and they will need to have had the training to equip them with that. The noble Lord will appreciate that we are seeking to avoid a situation where only legally qualified staff can carry on this work. If the point of his inquiry is that there is proper concern that those exercising these functions will have had adequate training and will know their competence in those terms, that is certainly the intent. Amendment 53 agreed.
