The risk involved is that the Bill, as drafted, may allow a subsequent Secretary of State to say, "These are delicate matters that might affect the security of the nation and might embarrass our great friends, the Americans, so for those reasons I request not only that the case should be heard with no jury but that it should be heard in secret."
