With respect, how does the hon. Gentleman know that? The one in five who has absconded may have gone abroad. We do not know what the position is. We have a system that we introduced in an attempt to control individuals whom we have reason to suspect of posing threats. If the hon. Gentleman's point is that the control order system should be abolished, he will have to answer the question "What would you put in its place?"
