Borders, Citizenship and Immigration Bill [HL]

I pay tribute to the persistence with which the noble Lord, Lord Avebury, has pursued this particularly difficult and disabling matter. I had a letter from one of the persons who fall into this category, who is living in London. I referred the writer of the letter to the noble Lord, so I hope that something positive comes out of it. There can be no doubt that statelessness is a very severe disability. In that connection, I ask whether so-called Nansen passports are still available, which used at one time to be issued by the Red Cross. If they are available, to what extent do they remove the disabilities that we are all complaining about? As a final point, perhaps the Minister could tell us what use, if any, has been made of the discretion, which we believe the Home Secretary to possess.
