Undoubtedly, the design group will discuss with the organisations that it represents what would be, in each case, a considered amount of voluntary activity. We have to avoid, on the one hand, someone delivering one leaflet for a good cause on one day being equal to, on the other, someone spending lunchtimes helping out at a local community centre two days a week for two years. That is for the design group’s consideration and will undoubtedly form part of its recommendations when it has completed its work.
