The noble Baroness, Lady Hamwee, went to the nub of the issue. I am sure that the intention behind these clauses is right; the Minister has again passionately explained it. However, the clauses as they are drafted do not reflect that intention, especially Clause 84 on the constitution and the roles of the Secretary of State. I ask the Minister to take them back and look at whether we could draft them in another way.
I thank the noble Lord, Lord Greaves, for saying that his heart warms when I speak—I am not sure that many Liberal Democrats can say that.
