I understand that but I think that the noble Baroness started by explaining the support that this proposal has from the Local Government Association. If that is the case, one would have thought that the debate would have progressed somewhat. Before someone puts this to me, I have to say that we might well have objected to some of those powers being devolved in such a way, but we need to know what we are talking about.
