Local Democracy, Economic Development and Construction Bill [HL]

I thank my noble friend for that answer, which has clarified one or two points. In particular, at the end she described the kind of devolutionary power that she would want to see exercised by prosperity boards. However, I am unclear about where the statutory powers are in terms of learning and skills and other functions. If the Government decide that this is a good idea—I hope that they do decide it is a good idea—where will they get the statutory powers to do that if it is not in this Bill? Will we have to wait for a further Bill? There is a serious concern here but we do not want to get into the arguments that we had on the previous debate on Clause 182. I am pleased with the direction of the thinking expressed by my noble friend but, as I said, where will it be possible to transfer the powers?
