Heathrow (Third Runway)

To come to the defence of my right hon. Friend the Member for Bolton, West (Ruth Kelly), who is no longer in her place, there was a commitment in the Labour party manifesto to look at high-speed rail, and in 2006, when the report to which she referred was published, there was a commitment by the Government at that stage—long before the Conservative party came up with any proposals on high-speed rail—that we would continue investigating the possibility of high-speed rail. At that point, that was a far greater commitment than the Conservative party had ever come up with.
