On the subject of carbon, the hon. Lady said something very interesting. She said that she did not rule out aviation expansion in the south-east. She has also said this:"““We recognise that the economic arguments for expanding Heathrow are much stronger than any other airport in the south-east””."
How does she reconcile those two positions?
