Paragraph 19 of Schedule 1 says: "““Subject to the following provisions of this Schedule, the MMO may regulate— (a) its own procedure (including quorum), and (b) the procedure of any of its committees or sub-committees (including quorum)””."
The intention is that it would be for the MMO to decide on this quorum. I am sure that we can rely on the good judgment of those appointed to come to a sensible conclusion on that.
