The hon. Gentleman is right; that was exactly Louise Casey's point. However, I am afraid that there would be a lot of collateral damage of the sort that I have described. There are other, more effective, ways of achieving the objective—not least, putting more resources into the probation service and making sure that community sentences are done properly. In that way, magistrates and Crown court judges will have confidence that their non-custodial sentences will be carried out effectively. That will have the effect that the hon. Gentleman and I want. Time is marching on, and I am sure that many other Members want to speak, but I give way.
