My Lords, I do not think that anything I have said can really be considered to be championing the common agricultural policy. We think that it needs fundamental reform. I strongly recommend the noble Earl and other noble Lords to read the letter written by my right honourable friend the Chancellor of the Exchequer on 13 May to his colleagues in Europe to see his proposals. Of course, we accept the need for a common agricultural framework. I also think that the Official Opposition accept the need for that. But the fact is that the common agricultural policy needs enormous and fundamental reform, which is the expression that the Chancellor used in that important letter. The Government are committed to CAP reform.
