My Lords, the noble Lord, Lord Wallace, said in his remarks that the people distrust parliaments. I am not at all sure that that is right. The people distrust powerful political elites and the bureaucracies that support them. They think that Parliament is impotent in the face of those powerful institutions; that is the truth of the matter. The noble Lord also said that he thought that the passerelles would never be used. If they are never going to be used, what on earth are they in the treaty for?
