I think I am grateful to my noble friend. The issue he raises is absolutely right. In a sense, we are discussing a concept which means different things to different people. The principle behind the concerns on this issue is the amalgamation in one person of all of these different responsibilities. I hope that I have at least in part laid this to rest, by reference back to the treaty. I hope noble Lords will take the chance to look at that.
