I would like to question whether Wales is a guinea pig. The issue in question is that the National Assembly is able to recoup funds and use them for transport purposes, but if we had a national road pricing scheme, which would follow from the guinea pig arrangements, money could be taken by the Exchequer in London to abolish road tax, for example. It would then be difficult for the Exchequer to take money that has already been allocated to the Welsh National Assembly.
