Local Transport Bill [Lords]

Proceeding contribution from Andrew Gwynne (Labour) in the House of Commons on Wednesday, 26 March 2008. It occurred during Debate on bills on Local Transport Bill [Lords].
The hon. Gentleman makes a perfectly good point. Am I correct that that could not happen in London because Transport for London has the regulatory powers to operate the network and it, not the bus operators, decides where the services should run?
