Local Transport Bill [Lords]

My right hon. Friend raises an important point. As ever, he has studied the Bill carefully. The transport innovation fund should not be used to bully or coerce local communities into introducing charging schemes. The decision on those schemes should be taken locally, not in Whitehall, so TIF bids should be judged on the merits of the transport ideas that they propose, regardless of whether they include congestion charging.
