Animals Act 1971 (Amendment) Bill

Let us take the example of the horse that shied with an inexperienced rider. Let us suppose that a young child had been walking with her family in the countryside, coming the other way along the bridle path, and as the horse shied, it kicked the child and inflicted severe brain damage, and the child was crippled and dependent on their family. Ultimately, I suppose that the state would pay the cost ever after. My argument is that under the current law there probably would not be liability, but I think that there should be.
