I was not going to speak but, having listened to the noble Lord with rapt attention because of his knowledge of these matters, I know that he is trying to strike a fair balance between the individual and the trades unions. When the European Court of Human Rights considered the matter it took into account the balance between the individual and the union when reaching its judgment. That is important. It found that our legislation does not meet what was required and needs to be amended. That is the real issue. I am grateful to the noble Lord for bringing this to our attention.
