I limited my intervention purely and simply to the meaning of the words that the noble Lord, Lord Graham, wished to have deleted. I ask again because the Minister has not responded to my question, which was: what is, "““any other action likely to affect the normal working of a prison””,"
intended to cover that does not come within the services provided by a prison officer?
