Does my right hon. Friend agree that in a referendum, which is itself authorised by—if I may say it—the humility of Members of Parliament who realise that they must hand the decision back to the people because it is so important, the people would be presented with a neutral question that cannot be whipped, so we would have genuine public opinion?
