I am finishing with the hon. Gentleman’s first point. Many of us know that the Liberals have a policy—it is almost a principle—of saying one thing in one part of the country and a different thing in another. Will they say one thing in one part of this building and another in the other part? Will the Liberal lords be whipped into abstaining, too, or will they have a free hand? If the latter, proceedings in the Lords will be interesting.
