I hate to say this, but I agree with the shadow Foreign Secretary. He said:"““Democratic accountability is under threat… from the Government’s regular use of referendums””." That is why I have never supported the idea of a referendum, particularly a referendum on a treaty. It seems to me that if the people of Britain were to say yes or no, we would not know precisely to what elements of the treaty they were saying yes or no. We would not know whether they were agreeing with the hon. Member for Stone (Mr. Cash), with the right hon. Member for Wells (Mr. Heathcoat-Amory), or with Labour Members who would like to see very different changes to the treaty.
