Does the right hon. Gentleman accept that there have been substantial changes, particularly as regards justice and home affairs, for which the opt-in and opt-out arrangements are far more extensive than they were under the proposed constitution? That was a matter of particular sensitivity for him and his colleagues. Circumstances have changed, and as that great Liberal, Lord Keynes, said,"““When the facts change, I change my mind. What do you do, sir?””"
