The Minister, if I understood him correctly, said that the conditions would not be punitive or an additional punishment. Is he saying that because he knows that if they were an additional punishment, they would be in breach of the Article 7 of the European Convention on Human Rights, which provides: "““Nor shall a heavier penalty be imposed than the one that was applicable at the time the criminal offence was committed””?" To add at the end of a period of imprisonment and licence thereafter a series of restrictions and conditions which could be described as punitive would be adding to the punishment and in breach of Article 7. Is the Minister saying that the orders will not be punitive just to get round that provision?
