We could hold a long debate about different names—super majorities, qualified majority voting and so on—but the point has been made. It is interesting that the hon. Gentleman takes the proposal from America, where the system of government is different, with the separation of powers. However, I am not attracted to his amendments. I will listen to his speech, but on the face of it, I am not attracted to them. Amendment No. 20 is the right way forward. I hope that the Government are listening to the debate and that there will be some contributions from the Labour Benches. The hon. Member for Birmingham, Edgbaston (Ms Stuart) and I have already clashed during our proceedings, but I believe that we are as one on the subject that we are considering because it is extraordinary that we could amend treaties without a proper primary legislative process.
