The hon. Gentleman is in danger of confusing himself. Amendment No. 60 does not propose qualified majority voting in the sense that it is used in the treaty. He can describe my two-thirds proposal as QMV, but it is not that in the United States Senate and Congress. The two-thirds provision derives from the United States and it is simply a gesture of despair, given that the motion would otherwise be whipped through under the normal arrangements.
