The noble Lord says that the Government have got the balance right, but does he think that it is right that a person like Mr Hammond, who was not doing anything other than holding up a placard, should be taken to court and convicted, whereas the people who actually pulled him down and kicked him, eventually causing his death, were not even interrogated, let alone taken to court? That is not fair.
